Minnesota’s HF 2233 (MN | 2019) would create incentives including:

  • $2,500 rebates for new EVs
  • $500 for used EVs
  • Rebates capped at $7.5 million/year
  • Applies only to vehicles with a purchase price less than $60,000
  • Sets aside up to $1.5 million for grants to fund public-charging infrastructure

Regulatory TREND. Allowing 3rd Party EV Station Ownership

Pennsylvania Public Utility Commission removed barriers that prevented 3rd party ownership of EV charging stations.

The regulatory changes:

  • EV charging stations will not be considered “resale of electricity”
  • EV stations will be excluded from pricing requirements of the state’s Public Utilities Code

  • 18 cents a gallon increase

  • Minnesota Gov. Tim Walz
  • 20 cents a gallon increase
  • current gas tax: 28.6 cents a gallon

  • exempts schooters from motor vehicle requirements
  • classifies e-scooters as bicycles- stop lights and bike lanes matter
  • exempts e-scooter firms from financial responsibility for accidents
  • liability is on the operator
  • sets standards such as:
    • maximum speed
    • number of wheels
    • proper lighting
    • weight
