For those who don&#8217;t like double negatives, that means HOV lanes are only permissible during rush hour.<\/p>\n<p><strong>What statutory language did California use?<\/strong><\/p>\n<pre style=\"line-height:normal;\">\na high-occupancy vehicle lane shall not\nbe established....<\/pre>\n<pre style=\"line-height:normal;\">\n unless\nthe lane is established as a high-occupancy vehicle lane only during\nthe hours of heavy commuter traffic, as determined by the department.<\/pre>\n<p><strong>When will this go into effect?<\/strong>\u00a0Never. Gov.
